Far fewer poodles go on to develop spinal problems. Ideally breeders would start working away from breeding carriers, but there aren't enough non-carriers that breeders can safely do it yet.

Poodles are a high maintenance dog, and some elderly breeders do not recognize they have lost the ability to provide the care they once did. Additionally, hoarding is a genuine mental illness. It's bad enough when the hoarding just involves stuff. It's ghastly when it involves animals.
