I don't recall ever experiencing Cisco's LLQ not working correctly, although sometimes to get it to work at its best you also need to decrease the TX ring limit on the egress interface (as the hardware FIFO queue, provides FIFO like results). I've used TX ring limits as small as 2 or 3. You mention DSL and IPSec tunnels.
