Look for a service named HP Display Control Service or HPDC Service. If present, note the exact name and uninstall the matching application from Installed apps. Ignore or disable, Open Task Manager (Ctrl+Shift+Esc), go to Startup tab, find "HP Display Control" or "HPDC_Service", disable it, then restart. This stops popups without losing functionality.
