The Tactical C is basically the Mod 2 in a 5+1 configuration. Everything the Tactical C has other than the 7 shot tube is from the Mod 2.

The standard 10/22 also comes with a scope rail just like the tactical so it's no problem to put on a scope. Performance wise, they'll be just about identical, biggest difference being the tactical barrel is slightly shorter and has no open sights so if your optic breaks out in the field, you're out of luck.

As far as I am concerened Tactical reload : retain partially loaded magazine Speed reload : quick change of magazine, except I don't retain the magazine that fell out Emergency reload : slide is locked to the rear, drop the magazine, insert a fresh one. Personally, I prefer to just condense it to Tactical reload and Emergency reload.
