They were caboose marker lights from two different railroads and different. It had nothing to do with the time period, just a difference in rules for both railroads.

In lieu of their assigned caboose, trainmen were given an allowance called "pool caboose pay", amounting to about $1.50 per trip. Twenty years later, the caboose was eliminated completely. The trainmen continued to claim the pool caboose pay, which, by then was about $3.00 per trip.

I think I have read somewhere that on some railroads certain types of cabooses were used specific areas and did not roam the whole system. My question is, does anyone know what types were used on the western part of the New York Central? I can't seem to find any caboose shots in any of my books.
